As the current concessionaire, VAN-PAWA is responsible for the generation and distribution of electricity in Tanna and Malekula. Position Overview
VAN-PAWA LTD is inviting applications for the position of Engineering Officer, based in Port Vila. The role will lead the design, planning, implementation, and oversight of projects related to the extension and upgrading of VAN-PAWA’s electricity networks. The successful candidate will also support the development of new greenfield projects in line with VAN-PAWA’s concession responsibilities.

This position requires ensuring that projects are delivered on time, within scope and budget, and in compliance with industry best practices, regulatory standards, and customer expectations.

Key Objectives
Conduct feasibility studies and technical assessments.
Develop detailed project designs and cost estimates.
Oversee procurement and installation of electricity infrastructure.
Ensure compliance with technical and safety standards.
Support community engagement and capacity building.
Monitor and evaluate project progress.
Oversee operations of VAN-PAWA production plants and distribution networks.

Scope of Work

1. Project Planning and Design
Design upgrades and extensions to power systems.
Develop work plans, budgets, and schedules.
Conduct site surveys and prepare technical drawings/specifications.
Coordinate with stakeholders, including government agencies, communities, and vendors.

2. Implementation and Supervision
Supervise procurement, installation, and commissioning of electrical systems.
Ensure quality control and compliance with standards.
Oversee VAN-PAWA power systems operations.

3. Community Engagement and Capacity Building
Engage local communities to foster ownership and understanding.
Organize training sessions on maintenance and operations.
Facilitate stakeholder meetings and updates.

4. Monitoring, Evaluation, and Reporting
Track project performance using key indicators.
Prepare progress reports, technical documents, and handover manuals.
Ensure compliance with environmental and safety regulations.

5. Technical Support and Coordination
Collaborate with technical teams, contractors, and consultants.
Provide technical guidance during project execution.
Contribute to developing policies and standards for renewable energy technologies.

Selection Criteria

Qualifications & Experience
Bachelor’s degree in Electrical or Mechanical Engineering (preferred: Electrical).
Minimum 5 years’ experience with an electricity utility or related field.
Experience operating diesel and hydro power plants.
Proven experience in project management.
Knowledge of grid-connected renewable energy technologies.

Skills & Competencies
Proficiency in engineering software and CAD tools.
Strong understanding of electrical networks and systems.
Ability to interpret technical drawings, specifications, and calculations.
Excellent analytical, problem-solving, and decision-making skills.

Salary: 3.5 – 4.5 Million VUV per annum
