Expression of Interest (EOI) – Consulting Opportunit
The Shefa Provincial Government Council is seeking Expressions of Interest from qualified consultants or consulting firms to assist in the preparation of its Corporate Plan for 2026–2030.

Project Background
The Provincial Council aims to improve governance, strengthen public services, and support sustainable development across the province. To guide these efforts, a new Corporate Plan will be developed for the period 2026–2030. The plan will provide strategic direction and ensure alignment with national policies, legal frameworks, and the development needs of communities across Shefa Province.

Purpose of the Consultancy
•The consultancy will focus on preparing a detailed five-year Corporate Plan that will:
•Define the Council’s vision, mission, and strategic priorities
•Set measurable goals, targets, and performance indicators
•Align provincial strategies with national policies and development frameworks
•Improve governance systems and institutional capacity
•Provide a practical framework for implementation, monitoring, and evaluation

Key Responsibilities
The selected consultant will be required to
•Engage with key stakeholders including council members, management, staff, community representatives, government agencies, and development partners
•Review relevant strategic plans, legislation, policies, and reports
•Facilitate planning workshops and discussions with stakeholders
•Prepare and submit a draft Corporate Plan for review
•Integrate feedback and produce the final Corporate Plan (2026–2030)
•Present the completed plan to the Council for approval

Expected Deliverable
The consultant will provide the following outputs
•Inception Report outlining methodology and work schedule
•Stakeholder Consultation Report
•Draft Corporate Plan (2026–2030)
•Final Corporate Plan (2026–2030) including implementation strategy and monitoring & evaluation framework

Qualifications and Experience
Applicants should demonstrate
•Proven experience in strategic planning or corporate planning projects
•Experience working with government agencies or local authorities (experience within the Pacific region is an advantage)
•Strong stakeholder engagement and facilitation abilities
•Good understanding of public sector governance and planning systems
•Excellent analytical, research, and report-writing skills

•Consultant or company profile highlighting relevant experience
•Curriculum vitae of key personnel involved in the project
•At least two references from similar assignments
