Sista is a locally-led feminist organisation in Vanuatu committed to empowering women and girls through advocacy, storytelling, and community programs. As part of its new Strategic Plan, Sista aims to strengthen internal systems for long-term sustainability and impact. Job Description:
Sista is seeking an experienced Human Resources and Administration Consultant to review, develop, and implement effective HR systems, policies, and administrative processes. The consultant will work closely with the Executive Director and senior team to ensure that all HR structures reflect feminist principles, local labour laws, and international standards.
Key Responsibilities:
Review and update HR policies, manuals, and forms to ensure consistency and compliance.
Align HR systems with Sista’s feminist values and strategic goals.
Review organisational structure, job descriptions, and salary scales.
Develop a performance appraisal system and personnel file management process.
Conduct capacity-building training for staff on HR and administrative policies.
Produce a final report summarizing progress, outcomes, and recommendations.
Deliverables:
Updated and harmonized HR policies and tools.
Revised organisational structure and job descriptions.
Comprehensive salary and benefits framework.
Implemented performance review process.
Secure personnel file management system.
Capacity-building plan and training sessions completed.
Final report with recommendations for sustained HR improvement.
Selection Criteria:
Degree and/or experience in Human Resources Management or related field.
Proven expertise in HR policy development and implementation.
Strong understanding of Vanuatu labour laws and HR best practices.
Experience in recruitment, performance management, and capacity building.
Excellent interpersonal and communication skills.
Understanding of feminist principles and collaborative leadership approaches.
