The Reserve Bank of Vanuatu invites applications from suitably qualified Ni-Vanuatu candidates for the position of Legal Advisor .
The Legal Counsel is responsible for providing legal advice to the Bank, representing the Bank in all legal matters and, from time to time, advising the Governor.
Duties and responsibilities
The Legal Advisor will report directly to the Governor. The primary duties of the position include, but are not limited to, the following:
- The Legal Advisor will report to the Governor and, from time to time, in his absence, to the Deputy Governor on any legal matter concerning the Bank.
- The Legal Advisor is responsible for providing legal advice to the Governor and the Bank.
- He/She will liaise with the Bank's external lawyers regarding the Bank's legal representation or to obtain a second opinion in any legal proceedings.
- He/She will assist in drafting, provide legal oversight of Bank policy issues, contracts, agreements and memoranda to ensure compliance within the Institution and recommend any amendments in accordance with relevant laws.
- He/She will work with the Bank's Compliance Unit to ensure that all Bank operations are compliant with the Bank's financial regulations, Vanuatu laws and international requirements and will help mitigate risks within the overall operations.
- He/She will liaise with the Legal Support Services Department regarding staff loans and mortgages.
- He/She will assist in the preparation of the budget and work plan of the Legal office.
- The Legal Advisor will assume higher responsibilities or other tasks as assigned by the Governor.
Requirement:
- A Bachelor of Laws degree, a professional degree in law and a postgraduate degree in banking, finance, economics or other related field is an advantage. Should be admitted to the Bar;
- A minimum of ten (10) years of professional experience in the field;
- Knowledge of the RBV Act, Financial Institutions Act, Anti-Money Laundering and Countering the Financing of Terrorism Act, including other relevant banking legislation;
- He/She must have strong computer skills, with proficiency in Microsoft Office applications for analysis, report writing and other work-related tasks;
- He/she must be able to draft and interpret legal documents;
- He/She must have strong written and oral communication skills, including the ability to produce high quality information and analytical reports;
- He/She must have very good interpersonal skills, including the ability to build relationships with external parties;
- He/she must be a team player and able to meet deadlines;
- He/She must be able to work under pressure and be reliable and;
- He/she must be able to apply legal guidelines.
Candidates must provide a medical report and a criminal record certificate. It is mandatory that the successful candidate must meet the fit and proper requirements of the Vanuatu Financial Intelligence Unit test.
