The Shefa Provincial Government Council is inviting applications from qualified and motivated individuals for the following position.
Position: Pango Area Secretary
Location: Pango Area Council, Efate
Salary Scale: 625,100 Annually
Key Duties and Responsibilities
Community Planning
•Support the preparation of annual community profiles and assist in developing five-year development plans for the provincial council.
•Work with the Area Council to create community area plans that outline short-term and long-term priorities.
•Assist communities in preparing proposals and profiles for small development projects.
Area Council Meeting Administration
•Organize, coordinate, and record minutes for at least four Area Council meetings each year.
•Ensure meetings are conducted in accordance with the Decentralization (Amendment) Act No. 16 of 2013.
•Work closely with the Area Technical Advisory Committee (TAC) to ensure information from meetings reaches communities and recommendations are followed.
Communication and Information Sharing
•Deliver information, materials, and instructions from the provincial administration or development officers to the Area Councils and local communities using the required communication methods.
Monthly Reporting
•Prepare and submit monthly reports to the provincial administration following the templates and deadlines provided in the Area Council handbook.
Disaster and Civil Defence Suppor
•Assist communities in establishing Disaster Committees using traditional leadership structures, churches, or family leaders where necessary.
•Share emergency or disaster-related information from national authorities with local communities.
Environmental Awareness and Enforcemen
•Inform communities about environmental regulations and penalties related to environmental offences.
•Support law enforcement agencies in ensuring environmental rules are respected.
Regulations and Community Compliance
•Collaborate with government departments to educate communities and visitors on regulations related to land use, fishing, and building.
•Collect required license fees in line with provincial council policies.
•Assist with the documentation and registration of births, deaths, and marriages under the guidance of the relevant registration officer.
•Work with planning authorities to inform communities about property tax by-laws and planning regulations.
Candidate Requirement
•Basic numeracy and literacy suitable for reporting and financial responsibilities.
•Strong communication skills and willingness to learn report writing, meeting procedures, agenda preparation, and minute taking.
•Basic computer skills, including email and word processing, or willingness to learn.
•Good understanding of traditional leadership systems, church and family leadership, and the Area Council structure.
•Ability to resolve problems effectively and maintain positive relationships within the community.
•Strong integrity, reliability, and commitment to work responsibilities.
•Ability to follow instructions and handle revenue collection duties responsibly.
