Organisation Description
The Vanuatu Water Security Project, supported by the Green Climate Fund, is a nationwide initiative focused on improving water security, strengthening climate resilience, and promoting sustainable community water management across Vanuatu. Working alongside government agencies and provincial partners, the Project Management Unit (PMU) delivers water infrastructure improvements, planning activities, capacity development, monitoring, and community engagement.
Job Description
The Department of Water Resources is seeking an experienced and motivated Procurement Officer to join the Project Management Unit based in Port Vila. The successful applicant will oversee procurement activities for the Vanuatu Water Security Project, ensuring purchasing processes are conducted fairly, transparently, and in accordance with Government of Vanuatu and SPC procurement requirements.
Key duties include:
•Assist with implementing the project's procurement plan.
•Prepare procurement documents, including RFQs, RFTs, REOIs, and RFPs.
•Coordinate tender advertising, bid submissions, pre-bid meetings, and evaluation processes.
•Prepare tender evaluation reports and obtain required approvals from relevant authorities.
•Manage supplier and contractor contracts, including negotiations, awards, and •performance monitoring.
•Maintain accurate procurement records, documentation, and reporting systems.
•Support contract administration, including variations, payment documentation, and project completion records.
•Ensure all procurement activities comply with government regulations and SPC policies while reporting any compliance issues.
Selection Criteria
•Bachelor's degree or diploma in Procurement, Business Administration, Public •Administration, Management, or a related discipline.
•Minimum of 3–5 years' experience in procurement, preferably within government or donor-funded projects.
•Practical experience managing procurement processes such as RFQs, RFTs, REOIs, and RFPs.
•Knowledge of tender evaluations, contract administration, and procurement reporting.
•Strong understanding of Government of Vanuatu procurement legislation and procedures.
•Proficiency in Microsoft Office and procurement or document management systems.
•Excellent organisational and time management skills with the ability to handle multiple priorities.
•Strong communication and stakeholder management abilities.
•Experience with SPC, Green Climate Fund, or other donor procurement procedures is an advantage.
Salary
VUV 2,000,000–2,500,000 per year, depending on qualifications and experience.
Contract & Working Conditions
•One-year contract with the possibility of extension based on performance.
•Standard working hours: Monday to Friday, 8:00 am–12:00 pm and 1:00 pm–5:00 pm.
•Occasional travel within Vanuatu may be required.
•Leave entitlements provided in accordance with PSSRM guidelines.
