IsraAID is an Israel-based non-governmental organization founded in 2001. Since its inception, IsraAID has worked in over 54 countries, responding to emergencies and supporting long-term development. The organization’s mission is to assist communities affected by humanitarian crises through immediate aid, recovery support, and disaster risk reduction.
IsraAID has been active in Vanuatu since 2015 following Tropical Cyclone Pam. Today, it implements long-term, community-driven programs focused on WASH (Water, Sanitation & Hygiene), protection, health, and nutrition. The work emphasizes sustainability, community ownership, and collaboration with local, provincial, and national leadership.
Position Summary
The Programme Manager will lead and coordinate all of IsraAID Vanuatu's programs. This senior leadership role is critical in ensuring that projects align with both community needs and IsraAID’s strategic goals. The Programme Manager will provide oversight of project implementation, staff management, and cross-sectoral integration, with a strong focus on impact, quality, and sustainability.

Key Responsibilities
Strategic Program Leadership
Lead the design and execution of integrated, multi-sectoral programs aligned with IsraAID’s strategy.
Promote cross-sector collaboration across WASH, health, education, and livelihoods.
Develop multi-year strategies and annual work plans with clear outcomes and indicators.
Adapt program approaches based on evolving local contexts.
Program Development & Management:
Manage the full project cycle: design, budgeting, implementation, and closure.
Ensure alignment with donor compliance and IsraAID standards.
Develop concept notes, proposals, reports, and technical documents.
Support local staff development and technical capacity building.
Prepare monthly progress reports and monitor program impact.
Collaborate with national and community-level stakeholders to identify new program opportunities.
Team Leadership & Capacity Building:
Provide guidance to project teams for activity implementation, training, and community mobilization.
Establish a culture of learning, knowledge-sharing, and innovation.
Coordinate with HQ sector experts to ensure technical quality across programs.
Support staff growth in program management and leadership.
Partnerships & Stakeholder Engagement:
Represent IsraAID in coordination forums, government meetings, and partner networks.
Foster strong partnerships with local communities, government bodies, and NGOs.
Lead community engagement efforts and empowerment initiatives.
Conduct needs assessments to ensure relevance and impact.
Monitoring, Evaluation, and Reporting:
Develop robust M&E frameworks with the MEAL officer.
Use data to drive program improvements and adaptive management.
Deliver timely reports for internal and external stakeholders.
Safeguarding & Compliance:
Ensure child safeguarding, gender equality, and protection principles are upheld.
Apply IsraAID’s safety, health, and ethical policies across all projects.
Report any incidents or risks to the designated security focal point.
Qualifications & Experience:
Bachelor’s degree in international development, social sciences, or a related field (Master’s preferred).
Minimum 3 years of experience in international development or humanitarian contexts, or 5 years in program management.
Proven leadership in complex, multi-sectoral program design and implementation.
Strong budget management and donor compliance skills.
Demonstrated success in community engagement and staff development.
Exceptional written and verbal English communication skills.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Experience working in the Pacific region is an advantage.
