Project Overview
The YUMI GAVMAN initiative aims to strengthen inclusive and accountable local governance systems in Tanna. By working with civil society organizations, local authorities, and community groups, the project seeks to promote transparency, participation, and resilience in governance structures.
Role Summary
CARE Vanuatu is looking for an experienced and motivated Project Manager to lead the implementation of an anticipated EU-funded governance project. This senior-level role involves both strategic direction and day-to-day management of project activities.
The position focuses heavily on improving governance systems by supporting inclusive participation, strengthening accountability mechanisms, and ensuring that marginalized communities have a voice in local decision-making.
Key Responsibilities
•Provide overall leadership and technical guidance for the project.
•Manage and coordinate project implementation to ensure timely and effective delivery.
•Oversee the use of social accountability approaches, such as Community Score Cards.
•Build and maintain partnerships with government bodies, civil society groups, and funding partners.
•Ensure all activities comply with donor requirements and CARE policies.
•Promote inclusion, gender equality, and community empowerment throughout the project.
Required Qualifications & Experience
•Bachelor’s degree in Development Studies, Public Administration, Social Sciences, or a related discipline.
•At least 5–7 years of experience in project management, preferably in governance, civil society, or human rights sectors.
•Strong background in social accountability tools and working with decentralized governance systems.
•Demonstrated leadership experience, including team management and capacity building.
•Excellent organizational skills with the ability to handle complex projects and competing priorities.
•Project management certification (e.g., PD Pro) is an added advantage.
•Strong communication skills with fluency in both Bislama and English.
•Proficiency in Microsoft Office and digital data collection tools such as Kobo.
